　　CSPPLAZA光熱發(fā)電網(wǎng)訊：12月6日，中廣核德令哈50MW槽式光熱電站的業(yè)主工程師招標(biāo)宣布進(jìn)行重新招標(biāo)，相關(guān)方已就此發(fā)布了正式的招標(biāo)公告，詳見(jiàn)附文。

　　中廣核德令哈50MW槽式光熱電站業(yè)主工程師招標(biāo)公告自10月15日正式發(fā)布至今已將近兩月，最初公告的開(kāi)標(biāo)日期是11月4日，但最終因投標(biāo)人數(shù)量不夠三家而流標(biāo)。

　　此次重新招標(biāo)最大的變更之處在于對(duì)投標(biāo)人資格予以了部分修改，分析認(rèn)為新的投標(biāo)資格相對(duì)有所放寬。具體的不同之處如下：

　　首次發(fā)布的招標(biāo)公告稱，“投標(biāo)人應(yīng)具有2項(xiàng)及以上50MWe（及以上規(guī)模的）槽式導(dǎo)熱油(帶儲(chǔ)能系統(tǒng))太陽(yáng)能熱發(fā)電項(xiàng)目完整的OE業(yè)績(jī)，或1項(xiàng)OE業(yè)績(jī)加1項(xiàng)詳細(xì)設(shè)計(jì)業(yè)績(jī)，或1項(xiàng)OE業(yè)績(jī)加1項(xiàng)總承包業(yè)績(jī)（其中OE業(yè)績(jī)要包括詳細(xì)設(shè)計(jì)審查、采購(gòu)技術(shù)支持、工程建設(shè)管理、調(diào)試及試運(yùn)行技術(shù)指導(dǎo)），且上述項(xiàng)目至少已商業(yè)運(yùn)行2年及以上”；

　　而此次重新發(fā)布的招標(biāo)公告就此修改為“投標(biāo)人應(yīng)具有2項(xiàng)及以上50MWe（及以上規(guī)模的）槽式導(dǎo)熱油太陽(yáng)能熱發(fā)電項(xiàng)目完整的OE業(yè)績(jī)或1項(xiàng)OE業(yè)績(jī)加1項(xiàng)詳細(xì)設(shè)計(jì)業(yè)績(jī)或者1項(xiàng)OE業(yè)績(jī)加1項(xiàng)總承包業(yè)績(jī)（其中OE業(yè)績(jī)要包括詳細(xì)設(shè)計(jì)審查、采購(gòu)技術(shù)支持、工程建設(shè)管理、調(diào)試及試運(yùn)行技術(shù)指導(dǎo)）或2項(xiàng)總承包業(yè)績(jī)，且上述項(xiàng)目至少已商業(yè)運(yùn)行2年及以上”。

　　此次招標(biāo)的標(biāo)書(shū)購(gòu)買(mǎi)時(shí)間自2014年12月06日至10日，每天上午9:00至11:00，下午2:00至4:00（北京時(shí)間）；開(kāi)標(biāo)時(shí)間定于12月26日上午10:00，開(kāi)標(biāo)地點(diǎn)位于北京西三環(huán)中路90號(hào)（六里橋北里）通用技術(shù)大廈1907會(huì)議室。

中國(guó)技術(shù)進(jìn)出口總公司（以下簡(jiǎn)稱“招標(biāo)代理機(jī)構(gòu)”）受招標(biāo)人中廣核太陽(yáng)能德令哈有限公司委托，就本項(xiàng)目采購(gòu)進(jìn)行國(guó)際公開(kāi)招標(biāo)。合格的具有獨(dú)立法人資格以及滿足本招標(biāo)公告中關(guān)于投標(biāo)人資格要求的投標(biāo)人均可報(bào)名參加本項(xiàng)目的投標(biāo)。

1. 項(xiàng)目簡(jiǎn)介：
Project brief：
中廣核德令哈50MW光熱發(fā)電項(xiàng)目廠址位于青海省德令哈市西出口太陽(yáng)能產(chǎn)業(yè)園區(qū)內(nèi)，距離德令哈市約7km。本項(xiàng)目占地面積約2.5km2，海拔約3000m，規(guī)劃裝機(jī)容量100MW，其中本期建設(shè)50MW。

CGN-Delingha 50MW Solar Thermal Power Generation Project is located in Delingha Solar Industrial Park in Qinghai province, about 7 km from Delingha city. It covers about 2.5km2. And the altitude is about 3000m. The planning installed capacity is 100MW. This project is the first phase with 50MW.

本項(xiàng)目采用槽式導(dǎo)熱油太陽(yáng)能熱發(fā)電技術(shù)，建設(shè)190個(gè)槽式集熱器標(biāo)準(zhǔn)回路，設(shè)置一套雙罐二元硝酸鹽儲(chǔ)熱系統(tǒng)（儲(chǔ)熱容量滿足汽輪發(fā)電機(jī)組滿負(fù)荷7.5小時(shí)發(fā)電需要），并設(shè)計(jì)、建設(shè)一套55MW的中溫、高壓一次再熱的汽輪發(fā)電機(jī)組。
This project will adopt the parabolic solar energy power generation technology. There will be 190 parabolic through collector (PTC) loops, a molten salt heat storage system (heat storage can meet the needs of electricity at full load for 7.5 hours) and a 55 MW high-pressure intermediate-temperature and single reheat.

Bidding Scope：
作為獨(dú)立的第三方，業(yè)主工程師將代表業(yè)主對(duì)項(xiàng)目工程設(shè)計(jì)、物資采購(gòu)、施工建設(shè)、調(diào)試驗(yàn)收等各階段進(jìn)行質(zhì)量控制，以保證項(xiàng)目最終達(dá)到預(yù)定設(shè)計(jì)；同時(shí)業(yè)主工程師須對(duì)承包商的工作過(guò)程進(jìn)行監(jiān)管并評(píng)價(jià)其表現(xiàn)。具體工作內(nèi)容包括以下幾點(diǎn)：
As the independent third party, the Owner’s Engineer shall be for and on behalf of the Owner of the Project to implement the quality control procedures in each phase of the engineering design, material procurement, construction, commissioning and so on, in order to make sure that the Project finally conform to the intended design. At the same time the Owner’s Engineer shall supervise the Contractor's work process and evaluate his performance. The main contents are as follows:
1) 工程設(shè)計(jì)審查；
Engineering design review;
2) 項(xiàng)目建設(shè)和管理文件審查；
Control and construction documents review;
3) 采購(gòu)支持；
Procurement support;
4) 項(xiàng)目建設(shè)監(jiān)管；
Project construction supervision;
5) 調(diào)試驗(yàn)收管理與最終驗(yàn)收；
Test run and final acceptance;
6) 業(yè)主能力發(fā)展培訓(xùn)。
Owner’s ability development training;
 
2.2項(xiàng)目工期：合同簽訂后兩年內(nèi)。
Construction Period：Within the two years after signing the contract .
 
3.  投標(biāo)人資格：Bidder’s Qualifications:

1)投標(biāo)人須在中華人民共和國(guó)境內(nèi)或境外合法注冊(cè)的，須提供有效的營(yíng)業(yè)執(zhí)照或相關(guān)證明；
The bidder shall legally register in China or foreign countries and shall provide valid Business License or relevant certificates;
2)投標(biāo)人及相關(guān)技術(shù)服務(wù)人員要有6年以上類似CSP系統(tǒng)和復(fù)雜程度的光熱電站的工程設(shè)計(jì)、建設(shè)管理、調(diào)試運(yùn)行階段的國(guó)際項(xiàng)目經(jīng)驗(yàn)；
The bidder shall have more than 6 years of international experience in engineering design, construction supervision and test run for CSP power plants having similar complexity and system configuration of the Project. ;
3)投標(biāo)人應(yīng)提供近三年的經(jīng)審計(jì)的財(cái)務(wù)報(bào)告，平均每年的營(yíng)業(yè)收入不少于人民幣1億元（或等值外幣），平均每年在能源領(lǐng)域的咨詢、OE、設(shè)計(jì)等技術(shù)服務(wù)合同簽約金額不少于人民幣3000萬(wàn)（或等值外幣）；
The bidder shall provide the audited Financial Statements from 2011 to 2013. The average annual revenue of each year shall not less than RMB 100 million (or equivalent of foreign currency), the average contract amount of each year in the field of energy consulting, OE, design or other technical services shall not less than RMB 30 million (or equivalent of foreign currency);
4) 投標(biāo)人應(yīng)具有良好的財(cái)務(wù)狀況和信譽(yù)；
The bidder shall have good financial status and reputation.
5) 投標(biāo)人應(yīng)具有2項(xiàng)及以上50MWe（及以上規(guī)模的）槽式導(dǎo)熱油太陽(yáng)能熱發(fā)電項(xiàng)目完整的OE業(yè)績(jī)或1項(xiàng)OE業(yè)績(jī)加1項(xiàng)詳細(xì)設(shè)計(jì)業(yè)績(jī)或者1項(xiàng)OE業(yè)績(jī)加1項(xiàng)總承包業(yè)績(jī)（其中OE業(yè)績(jī)要包括詳細(xì)設(shè)計(jì)審查、采購(gòu)技術(shù)支持、工程建設(shè)管理、調(diào)試及試運(yùn)行技術(shù)指導(dǎo)）或2項(xiàng)總承包業(yè)績(jī)，且上述項(xiàng)目至少已商業(yè)運(yùn)行2年及以上；
The bidder shall have more than two records in field of Owner’s Engineer for parabolic solar energy power generation projects with capacity more than 50 MWe, or one record of OE and one record of detail design, or one record of OE and one record of EPC (OE shall include engineering design review, procurement technical support, project management, test and commissioning), or two records of EPC, and the project shall have been put into commercial operation for more than two years.
6) 本次招標(biāo)不接受聯(lián)合體投標(biāo)；
Consortium bid will lead to the rejection of bid.
 
*以上要求投標(biāo)人必須同時(shí)滿足，所提供的所有資質(zhì)文件必須真實(shí)，且與投標(biāo)人主體一致，如果需要年檢的，請(qǐng)確保提供的文件復(fù)印件已年檢合格，否則在評(píng)標(biāo)時(shí)做廢標(biāo)處理。
