　　CSPPLAZA光熱發(fā)電網(wǎng)訊：中廣核德令哈50MW光熱發(fā)電項目油鹽換熱器的采購招標更新公告于5月21日發(fā)布。此前的2月25日，油鹽換熱器的采購招標就已經(jīng)發(fā)布，但卻最終流標。與上次對投標資格的要求明顯不同的是，本次招標接受代理商投標：代理商應同時提供制造商的資質(zhì)、信譽、業(yè)績等證明文件，且制造商資質(zhì)業(yè)績應滿足本次招標對投標人的資格要求；代理商應滿足除業(yè)績和ASME授權(quán)證書以外的其他投標人資格要求；代理商應提供制造商授權(quán)委托書，一家代理商僅允許作為一家制造商的唯一代理機構(gòu)。

中國技術(shù)進出口總公司（以下簡稱“招標代理機構(gòu)”）受招標人中廣核太陽能德令哈有限公司委托，就本項目采購進行國際公開招標。合格的具有獨立法人資格以及滿足本招標公告中關(guān)于投標人資格要求的投標人均可報名參加本項目的投標。

China National Technical Import and Export Corporation (CNTIC), hereinafter called as the “Tendering Agency”, for and on behalf of CGN Delingha Solar Energy Co., Ltd (hereafter called the “Tendering Party”), invites sealed bids from eligible suppliers home and abroad for the supply of the following service by way of International Competitive Bidding.

1. 項目簡介：

Project brief：

中廣核德令哈50MW光熱發(fā)電項目廠址位于青海省德令哈市西出口太陽能產(chǎn)業(yè)園區(qū)內(nèi)，距離德令哈市約7km。本項目占地面積約2.5km2，海拔約3000m，規(guī)劃裝機容量100MW，其中本期建設(shè)50MW。

CGN-Delingha 50MW Solar Thermal Power Generation Project is located in Delingha Solar Industrial Park in Qinghai province, about 7 km from Delingha city. It covers about 2.5km2. And the altitude is about 3000m. The planning installed capacity is 100MW. This project is the first phase with 50MW.

本項目采用槽式導熱油太陽能熱發(fā)電技術(shù)，建設(shè)190個槽式集熱器標準回路，設(shè)置一套雙罐二元硝酸鹽儲熱系統(tǒng)（儲熱容量滿足汽輪發(fā)電機組滿負荷7.5小時發(fā)電需要），并設(shè)計、建設(shè)一套55MW的中溫、高壓一次再熱的汽輪發(fā)電機組。

This project will adopt the parabolic solar energy power generation technology. There will be 190 parabolic through collector (PTC) loops, a molten salt heat storage system (heat storage can meet the needs of wind power at full load for 7.5 hours) and a 55 MW high-pressure intermediate-temperature and single reheat.

2. 招標范圍及工期：

本次招標為德令哈50MW光熱發(fā)電項目采購油鹽換熱器，具體內(nèi)容包含但不限于以下方面：

1) 油鹽換熱器；

2) 備品備件、專用工具等。

The main contents are as follows:

1) HTF-Salt Heat Exchanger;

2) spare parts, special tools, etc;

2.2項目工期：中標通知書后13個月貨到項目現(xiàn)場。

Construction Period：The equipment shall arrive at the Site within 13 months since the issuance date of Notification of Award.

詳見技術(shù)規(guī)范書。

According to the Technical Specification.

3. 投標人資格：

Bidder’s Qualifications:

1) 投標人必須是在中華人民共和國境內(nèi)境外注冊的獨立法人，未被處于責令停業(yè)、投標資格被取消、或者財產(chǎn)被接管、凍結(jié)和破產(chǎn)狀態(tài)；

The bidder shall legally register in China or foreign countries, not in a state of proscribed, disqualify the bid qualification, property has distrained, frozen or bankrupt;

2) 投標人應提供近三年經(jīng)審計的財務(wù)報告以證明其具有良好的現(xiàn)金流和財務(wù)狀況；

The bidder shall have good financial status and reputation and provide the audited Financial Statements from 2011 to 2013;

3) 投標人應具有美國機械工程師協(xié)會頒發(fā)的ASME授權(quán)證書；

ASME authorized certificate issued by American Society of Mechanical Engineers.

4) 投標人應至少具有1項50MW槽式光熱電站油鹽換熱器完整的供貨業(yè)績，且上述項目至少已商業(yè)運行1年及以上；

The bidder shall have more than one record of HTF-Salt Heat Exchanger for parabolic solar energy power generation project with capacity more than 50 MW. The project shall have been put into commercial operation for more than two years.

5) 本次招標接受聯(lián)合體投標，聯(lián)合體中的技術(shù)提供方或聯(lián)合設(shè)計方應滿足上述業(yè)績；

Consortium bid is accepted. The technology provider or the engineering/design party in the consortium shall meet the records.

6) 本次招標接受代理商投標：代理商應同時提供制造商的資質(zhì)、信譽、業(yè)績等證明文件，且制造商資質(zhì)業(yè)績應滿足本次招標對投標人的資格要求；代理商應滿足除業(yè)績和ASME授權(quán)證書以外的其他投標人資格要求；代理商應提供制造商授權(quán)委托書，一家代理商僅允許作為一家制造商的唯一代理機構(gòu)。

Agent bid is accepted. Agents should provide the manufacturer's qualifications , reputation, performance and other documents at the same time. The manufacturers should conform with all of the bidder’s qualifications. Agents should conform to all of the bidder’s qualifications except the records and ASME authorized certificate. The agent shall provide the power of attorney of manufacturer, and as a sole agency of one manufacturer to participate in bidding.

*以上要求投標人必須同時滿足，所提供的所有資質(zhì)文件必須真實，且與投標人主體一致，如果需要年檢的，請確保提供的文件復印件已年檢合格，否則在評標時做廢標處理。

* The bidder must meet all the qualifications, and provide real and effective evidence, and supply the certificate file yearly checked, if not will lead to the rejection of bid.

4. 招標文件的獲取：

*購買標書時需提交以下資料（復印件均須加蓋單位公章或被授權(quán)人簽字）。此資料僅用于報名階段，不作為開標、評標及定標的依據(jù)：

* Bidders should submit the following documents before Obtain IFB Documents (the duplicate documents should be with official seal or signed by the Attorney). The following documentsshall be only used in purchasing IFB Documents, and shall not be a part of the bidding documents:

a) 2011、2012年度及2013年的財務(wù)報表（復印件）；

The audited Financial Statements from 2011 to 2013；

b) 法人授權(quán)委托書正本、經(jīng)辦人本人身份證原件及復印件。

Original of the Power of Attorney, One duplicate of the Responsible persons Identity Card;

c) 符合資格條件中業(yè)績要求的證明文件（須提供合同復印件）。

The reference list with the copy of contracts as proof in field of similar project which consistent with the Qualifications.

1) 購買時間：2015年5月21日至2015年5月27日（節(jié)假日除外），每天上午9:00至11:00，下午2:00至4:00（北京時間），節(jié)假日除外。
